How to evenly split an mpeg??

This may be a NOOBZOR question, but how do I evenly break up a video into smaller pieces? I COULD do it through adobe premiere 6.0 but then I'd have to find the exact spots and stuff...

I heard theres some way to do it through tmpgenc, but I dont see where. Plus I dont want to have to encode anything (takes a long time)... is there a simple way to just split one file into two? evenly?

In TMPGEnc.

File -> MPEG Tools -> Cut and Merge (Or something like that)
