is the computer downloading anything?
if it is, that could be what is slowing your laptop down

well if your laptop connects through wireless thats more than likely the reason for fluctuating bandwidth (or speed) try moving the laptop closer to the computer and see if it speeds up...
or test it out and see where in the house the speed is the fastest by downloading a file and writing down the speed in different areas of the house... because depending on how close you are to the source of the wireless signal will depend on how fast your speed goes.
if youre leeching off of someone else's wireless network, that could also explain the dramatic changes in speed as they would be downloading stuff of their own.. (and thats the reason i have my wireless network passworded O.o)
