You'll need an image editor, then follow the rules on http://www.animemusicvideos.org/banners/. A nice, free image editor is <a href="http://www.gimp.org">the GIMP</a>; versions are available for Unix, Windows, and Mac OS X (via Fink).

No. All you need is an image editor to create the banner with.

no, you can use any image editor you want. I suppose you could even draw it by hand and use a scanner
