You aren't right clicking and "save target as" on the actual local link are you? You need to click it and then you get taken to a "donate page" (you don't have to donate). Just click proceed and wait for the download to start. Oh wait... I just re-read the previous posts... so that's not the problem. Have you tried clearing your cookies? Do you have some sort of firewall installed that is preventing you downloading anything? If you have a virus scanner chances are it may have a firewall.
Oh and Opera can be found here http://www.opera.com It's actually another internet browser but has a resume feature build in. The freeware verison has adverts come up.

Have the direct/indirect videos that you have downloaded gone through a download manager of some sort? Prehaps if you turn the download manager off things may improve (I wouldn't know why though)
Have you tried different local videos? It may just be the one you are trying to download is corrupt.
I'm trying to think what else may be wrong but I'm coming up a blank. You are getting a partial .avi (or whatever video format) file aren't you... not a php, txt or something weird like that.
Are you using Netscape or IE?

I have been registered on AMV for a few months now with the same problem downloading local. I was glad when I found this post, but after following all of the advice, I am still nowhere. I would be glad to get any type of help too.
(I also downloaded Opera, but after trying to download local it takes me to my WMP automatically and says it cannot play the file. So I figure it might be my player, but I doubt it.)
Thank you all in advance.

I'm running low on ideas of what to do with this I'm afraid.
Basically a local download should be saved to your computer (in whatever folder you specify) and then you should have to click on the completed file to play it. WMP should not automatically start up during the download. (unless you clicked open rather than save which you really shouldn't)
WMP should not start up when the download has finished unless you have selected "open file when finished" or whatever. I would suggest haveing a look at the Tools>Options Menu and seeing what your settings are.
Alright if you are only getting partial files (and you are following the procedure in moonslayers guide) then something is wrong with how your computer is recieving the data.
This can be related to...
Your Internet Settings
A Firewall or Virus Scanner
Your Internet Broswer Settings
Anything else that you can think of that may have an influence on data entering and being saved on your computer.
If you have used a different broswer (IE/Netscape/Opera) and are still having problems then it's unlikey to be that but you can have a look at your settings under Tools>Internet Options (in IE) anyway. You can always choose the Advanced Tab and select "reset defaults"
Disable any firewall and/or Virus Scanners (just for a little while when you are tring to download to see if it makes any difference).
Internet Options can also be found in the "Control Panel" which is found on the start menu.
You could also have a look at your connections (Control Panel>Network Connections) and right click on the modem/cable/whatever connection and select "properties". In particular click on the Advanced Tab and ensure that your internet firewall is disabled.
And that's it I am totally out of ideas
