What if..... ?
What if someone coded up a decent WinMX / BitTorrent / etc (MultiPoint to Point protocol application) for the sole purpose of sharing AMVs.
It would hinder users if they did not keep it open (say the master server could confirm it is kept running X many hours a week, and decreases the download speed otherwise).
It would also limit download speed to 2x - 6x the upload speed, so if the process is capped at 1 kb/sec outgoing, it will cap itself at 2-6 kb/sec inbound.
It would not be too hard to do, could even have server authentication to track statistics, etc

But um, the point remains - why?
If people want, they may set this up on their own - no need for the .org's permission. You can provide links to Torrents and such through INDIRECT links in the video description, too...
...but other than getting around the 2-week period and the 100mb file size limit (which should only affect very large multi-editor project), the big question is WHY??
With the amount of storage and the consistently-high bandwith provided via the Donut, I'd never trade it for the far more unreliable (from my experience) realm of WinMX or BT
