Resume Feature?

I was thrilled when I read this but the download still isn't going into my download manager... maybe I should try getting a different one.

It's called Freshdownload.

It's because the mime type of downloads is "application/octet-stream", and most download managers only take charge of "application/x-compress" and "video/*" types. I don't think there's any way around this right now.
