Screw the M-16! Any AR-15 variant you got from the U.S. (if your nation was an ally) would be manufactured by Colt. The Colt AR-15's components aren't compatible with any other manufactured AR-15's, and therefore incompatible with most aftermarket AR-15 upgrade parts. That, and the only true AR-15s are those offered by ArmaLite (the company Eugene Stoner worked for, the original inventor of the AR-10 and AR-15).In other issues, why not secede? The M-14 is a more practical choice for a developing nation. You could probably get them for a song from the military's stockpiles, they fire the superior .308 Winchester (7.62mm NATO), which gives you greater stopping power and range. Finally, unlike the M-16A2s, the M-14 can fire full automatic, instead of that crappy 3-round burst using that cheesy plastic camshaft. Granted, the AK-47 and AKM are more widely available, can take far more abuse, and fire a .30 caliber round. But to buy those weapons in bulk, you'd have to make some deals with a few shady third-world countries.
Also, instead of a Chevy Caprice or BMW, it might be a theory to equip your police force with Chevy S-10 4x4 trucks. It would give your police force the advantage for chasing suspects or guerrilla forces into wooded areas, and the S-10s can be easily modified to take a 350 small block, along with all the police package gear found on the 9C1 Caprice. For highway pursuits, a Tremec 5-speed or aftermarket (Dodge Viper) Borg Warner T-56 6-speed with 50% overdrive and 3.55:1 rear gears could be thrown into the S-10s.
