Yes he can somehow prevent a car from the other lane suffering a blow out and slamming into him. Cars are never packed like sardines on a freeway. People never panic either.

He can't prevent a blowout. What he CAN do, however, is NOT get himself into such a situation in which he's stuck in between four other cars. It's really not that hard -- just slow the hell down so the cars in front and next to you aren't 20 feet away.
If somebody wants to pass you, well, fine, let him pass you. Like it's really that much of a problem.
If you want to make the argument that going faster gets you there faster on a crowded road, I'll call your argument bullshit. If you go faster, you end up having to brake more often lest you get into a collision with somebody else, which just makes you lose time.

You weren't there, you don't know if Spamda was keeping a safe distance and the other fool happened to be trying to pass him when his tire blew out. People do on occasion come within 20 feet of each other when driving, it's unavoidable.

Oh, sure, the police report will contain details about what the scene -looked- like after the accident, witness reports, etc., but if, say, Spamda got into a wreck because Some Jackass was thinking about having one of his concubines between his legs, you think that's going to go on the record?

It looks to me like the guy whose tire blew out slammed into the back end of Panda's card, causing his card to spin, facing to the right, thus causing himself to be propelled to the right. You are saying that this is due to Panda's careless driving? Sounds to me like an act of god. Big deal. You can't blame this kind of accident on any sort of bad driving. It's all about the fact that they guy whose tire blew out went out of control and slammed into the back right fender of Panda's car. It has nothing to do with how good or bad Panda was driving, Jesus Christ!
Now, if I were in the situation, I would have hit my brakes, probably causing muych worse damage when the car in the next lane slammed into me. I imagine Panda tried to regain some form of control, which appearently didn't happen. By the time he had spun into the second lane, the shoulder was the best possible option until the police came. I mean, if something happens, you're supposed to pull over and contact the authorities, it's just common sense. This way you and any other involved parties can trade insurance information and phone numbers.
