Well, if women were allowed to go topless, and then they actually did it, I say after 50 or so years it would be accepted in culture and men would just dismiss a topless woman as much as women dismiss topless men.
And besides, the way society is going, women are flaunting their breasts anyways, and with the body paint thing going on, it's only too soon for women's clothing to stop covering breasts completely...
So it's going to get to this point sometime, regardless.

besides, this might mess up kids. i don't want my son to come home from school crying because his lunch lady dropped some breast into his mashed potatoes.

This very thing was an issue in Athens 2 years ago. The girl rallied a bunch of others together for a 'march' while topless and then went to the courthouse to protest. Of course, they got a lot of attention. But while they didn't wear shirts, they wore paint and stickers which kind of took away from the whole point of their march.
If they wanted complete equal treatment, they wouldn't have worn anything. They showed they were either unsure of the actual ramifications or didn't want to practice what they were preaching, just out for a little showcasing. There was a male streaker later that day who apparently got into it all a bit too deep. And not suprisingly, pretty soon the rally was swept away to the archives of newspapers and died there quietly.
It kind of annoys me how some women want to fight fire with fire and say that sexual feelings are wrong when it's coming from men to women. Men are visual creatures obviously. That kind of attention has no place in a work environment of course. But what about when you dress up (or down) and go to a bar, club, or rave? Why else the image building and barely there clothes?. They go out to get attention, get it and complain about men's reactions when the attention getting is a game in the first place for sheer female self esteem building. Going out topless in any environment outside a beach right now is not a good idea even if it legally should be ok.
This isn't exactly the case here but male bashing women don't go for equal a lot of times, they want to be more equal. Such as it's wrong for a man to open a door for a women (what's wrong with chivalry?) but they complain when men treat them like 'one of the guys' as if they should be held onto a higher standard...of equal.
If they want to go topless, I say it is wrong to have unequal laws (I don't know of any serious indecency charges being over sans shirt alone) and of course they should be allowed to do so. But recognize the culture and know that you are making yourself subject to more stares and trouble than perhaps you could handle. Change is fine, just be aware of the risks and try not to cry foul when you
