There were a couple of suicides in Boogiepop Phantom, as I recall. Mostly before-and-after footage, though; the series was in good enough taste to leave the really gory and violent stuff to the viewer's imagination.

isn't there a scene of Mai in Kanon 2006 where she stabs herself with her sword, at like the end of her arc? O: and also there was another episode where she lost control after seeing her best friend injured and was cutting down everything, then tried to stab herself, but Yuuichi stops her or something

Mass suicide in Code Geass episode 1. There's also a mass suicide in Chaos;Head, can't remember which episode, though.

The villain justifies his reasons for corrupting the government and the social structure of the entire world by saying that by killing himself, the world will be reborn into it's old form. He then shoots himself in the head. He fails, by the way.
