I had wanted to do something similar a while back for a scout project. Good luck with yours!
Lessee, AKIRA had some drugs, and a hell of a lot of gang scenes. There's more drug references in the manga than in the movie (if you want to scan shots from the books).
Other shows... Leon smokes at one point in Shamanic Princess and Lena kinda scolds him for it, but he also dies, I think... *shrug*
Megazone 23 Part 2 I think has a story with gangs and street kids (never seen it, that's all I know).
By the way, what song do you want to put to this, if any? My original idea was Little Sister by Jewel, but I gave up for lack of footage. You may use it if you want ^_^.

Shizuru from "Yu Yu Hakusho" and a few villians like Sakyo and Togoru have their smoking scenes, if that's what your looking for.
Do you want alcohol in this as well, to boost the influence of MADD? "Sailor Moon" has its wine drinkers as well. Just throw in some scenes of the drunkers later on for subtext.
BTW, this is a great idea to do an anti-drug music video. I remember hating my drug unit in 8th grade (i.e., the class on it-NOT that we sampled white powders!) and it was sooooooo boring. Definetly this is a nice change, especially since all that stuff is bad for your body and brain. Good luck.
