Remember that at the most basic level, animation is only a series of still images played very quickly.
Photoshop, also has the ability to edit filmstrip files (essentially a vertical stack of frames [or two if you like interlaced] that you can work with individually.
Photoshop layer function is becomming more and more common as a caryover into DVD menu creation as well. You create your entire menu in photoshop, and assign each button to a layer. Additionally you can use photoshop layer function to create subtitles, and masking options used within a video sequence.
