I don't think there is any way to be 100% sure who made the first AMV.

Generally, Jim Kaposztas is credited with the first AMV, or what we call an AMV. He made it in 1982 with Gundam and Mr. Roboto. He had a panel at Otakon a few years back that was called "20 years of AMVs" or something like that.
