Thanks for the comments - let me try to clear up some of the questions.
File type - These files would be normal video files. Since not all video editors (people who make AMVs) are familiar with Japanese, I wanted to find some way to link video editors and translators/subtitlers together to arrive at a finished product. Video editors will create the music video, and the subtitlers will add subs to them. The forum is meant to facilitate this kind of collaboration.
Source - My original idea was to have all the clips in an Anime-KTV video come from a single anime series. For instance, if someone wanted to do an Anime-KTV video for "Cruel Angel's Thesis", the video editor would only use clips from Neon-Genesis Evangelion, and use the full length song for the video. Since the collaboration will be done on a forum and not on a website, people are actually free to do whatever they want, as long as the music is from an anime series.
Singing in Foreign Languages - What I mean by subbing is that the subtitler will put the lyrics in romanji form, so that people who are at least somewhat familiar with how Japanese sounds will be able to sing along. A lot of fansubbers nowadays are really good at doing karaoke intro/outro sequences, complete with the lyrics in both romanji and in hiragana/kanji, as well as a translation of what the lyrics mean, so I was hoping that after some videos show up, I'd be able to contact some of these karaoke editors and see if they're interested in working on some videos.
I hope this helps clear up some of my vagueness, and I'm still open to suggestions and comments. Thanks!
