Do whatever you feel is right. If you keep asking people what to do in your vid, it aint realy your vid anymore.

Good choice. The fact is, effects, for better or worse, take up a huge amount of time. First videos also take inordinate amounts of effort (Unless it's a total hack job.) Put the two together and you risk not completing the project.

Use your first video to get feedback on: editing style, image quality, concept, synch, etc. Then you are in a much better position to make your second video something amazing... With or without effects.

The first rule to any art is that knowing the rules gives you the right to break or bend the rules with desecration.

What song and anime are you using?
Knowing that will help people give you better advice.

General Advice:

Long drum or guitar notes that fade out are good for fades and overlays as are guitar slides.

Sharp abrupt notes for both the guitar and the drum are good for cuts scenes.

Lyrics can be used in the same way as the above denping on if they fade or end abruptly.
A warble in the voice (called a verbrato I think) is good for fading back and forth between two scenes.

If a lyric, note, or segment repeats it can be to your advantage to select a corresponding effect or fade for each repeat. (take caution with the re-use of clips, re-use of effects is different.)

Remember cut scenes, fades, and effects are what create interest so use them frequently.

I recommend trying to get a good of your theme and what you wish to express first.

Wow you bought Premiere huh. Cool. I recently went entirely non-timeline editor. I use an audio wave analyzer to find beats. I then use AviSynth and Vdub to precisely time segments. It really makes you plan videos in advance, however, I am still perfecting the technique.

Watch a few good vids like the ones created by Corrupted Avatar or SSJVegeta17. Then follow your ears and your inner vision.

I recommend CA's Unity and SSJVegeta17's No Leaf Clover.
Search for Between Typhoons and Knives by Ingow as well. (Very Good)
Remember by Lightning CountX is likely one of the best vids you will ever see.
Prince Majin Trunks as some good ones too.

So anyway what is the song and anime?
