Its not graphic enough to be inappropriate

The image I think you're talking about was yet another one of those anon 4chan posts, and probably unrelated: for one, it starred Chiyo, not Osaka

Yeah, it is unfortunate.

The show itself has absolutely no sexuality or real offensive/crude content (except maybe that injected by Tomo's inappropriate comments). Thus, due to the lack of fanservice, its really left up to the fans to make the obscene content...

To aswer the original question:

NO.

1) The video, while fun and entertaining is essentially just fan-art. A few members have tried to upload their own and had them removed.
2) You didn't make it. There are a couple notable exceptions to the rule, which allow videos to be uploaded as a proxy - Kevin Caldwell is a prime example. So, unless Miyazaki himself made this it's unlikely to meet that standard.
