this one is gonna be a bit cleaner than MI 1. I talked to klinky and I hereby submit the formal specs for confirmation from danny:

- videos to be edited and submitted at 720x480, NO RESIZING OR CROPPING *1
- videos to be edited and submitted at 24 fps as last time *2
- submissions must be either in huffyuv or XviD quantizer 1 *3
- IVTCs will be done correctly, and leftover interlacing will be cleaned up before the participants actually edit the video *4

that should do good to the project's kwality with out needing all kinds of crazy post processing

*1 DVD compatibility, cropping and proper resizing for the internet distro can be taken care of by me klinky and danny :\

*2 a sped up version of the song will be distoed for editing at 24fps. When danny completes the master, it can then be slowed to 23.976 and the original audio attached, making easier compatibility for NTSC display and DVD

*3 xvid quant 1 is only about 40mb for 25 seconds (about 20mb for quant 2 aka 100 quality aka what was used last time) however there is significantly more noise in quant 2 than quant 1. The master and encodes will look better :\

*4 you guys will be told how to IVTC right, and if interlacing slips through like with GTO, it will be smoothdeinterlaced so as to look clean and the likes :\

-Yeah, I wondered about that 640x480 thing last time. It seemed bizarre to me to have the master copy be a reduced file size, but meh.

Why speed up the song? Why not just plunk it into Premiere on a 24 FPS timebase and export audio as uncompressed WAV? Then, it's already at a 24 FPS timebase.

so that the master video can be converted to 23.976 fps, which has enough benefits to be of interest for our cause. It wont be hard at all, you guys just do the normal 24fps thing, we take care of the 23.976 pre and post edit
