Fair Use seems to be decided by "whoever whines about infringement. " I have 17 AMVs on Utube however only Canadians can view them. I'd love to UpLoad one or two here but approval is still waiting for an AMV which the FTP wouldn't accept 8 years ago!

Also, I suppose you could technically say that "fair use" only keeps the Government from getting you in trouble. Seeing as how Youtube is a private company and NOT the government, they still legally have the right to take down the video if it's getting complaints. Sucks but... there it is.
