If you don't have enough source footage, create your own. With all the open source and free software software available, you just need some creativity and knowledge.
Furthermore, since the requirements stand as having at least 50%+ anime in your amv, if you take an average 3 minute music track, you only need around 1:30minutes worth of anime.
