There is Foreign Worker Pedro in Excel Saga, though he's Columbian.

Bob in Tenjho Tenge is half-black and fairly dark.

Nadia in Nadia of the Blue Waters (or whatever Fushigi no Umi no Nadia is called in English) is very dark, but she's Atlantean.

Nazca has some darker-skinned characters, but they are reincarnations of South Americans.

Uhm...Cowboy Bebop has several black people in it. (The episode Mushroom Samba in particular pays homage to blaxploitation films and has many black characters.)

Cyborg 009: one of the cyborgs (008) is black, and there's at least one episode where he goes back to Africa to help some old friends.

Bleach: Tousen Kaname is I think black. Yoruichi and Chad are both dark-skinned (Chad is Mexican, don't know what nationality Yoruichi is)

Of course, there's always Brock from Pokemon if you want something generic. Kagura from Azumanga Daioh might work, too.

I'm surprised Tatsuki Kuroi from Super GALS hasn't been mentioned yet. There's also a black guy toward the end of Colorful.
