You probably mean Sakura Wars (Sakura Taisen), although the troupe is based more on Takarazuka's competitor the Shochiku Kagekidan (Revue).

Initial D is a given for #1, but you can also add Caputa as an option (if you want pro races) and theres even a InitialD spoof in episode... er... 6 I think of Lucky Star

Also dance sequences sorta similar to Haruhis in the opening to lucky star for #2.

Theres also the awesome dance scenes in the One peice special if you can manage to get your hands on that, I still haven't been able to find a clean (creditless) copy
