I think someone younger can grasp the concept of Art and beauty, but it would be the exception, not the rule. Not so much that they could not see or understand it, but rather would have better things to do then focusing for months on one project.
On a side note, I have seen some great videos from younger editors.

I didn't give an age. You're thinking too hard on this. To get back on topic, I don't think one can be too old to edit. That's just society's 'unspoken rule' about anime in general or other hobbies for that matter.
You're too old to play video games. Not what the statistical average of age 33 [and rising] is stating.
You're too old to edit amvs. My guess here is that the average amv editor here is well above 20. Someone prove me wrong and I'll change my mind.
But I never said specifically that 13 or 10 is too young. But the point is that if you can barely tell the difference between a 2/4 or 4/4 beat measure or can't match beats, then you're either physically or mentally too young to edit.
First vids look like that but people get better as they go along. However, I stand by my statement that if you're 4 years old and can edit a vid like Twilight using the same resources, then I'll stand corrected.
So if you want to be a bitch about it, yes, if you're barely old enough to read/write and physically have trouble reaching the keyboard, then I highly doubt you'd have the capacity to edit GREAT amvs. Shitty amvs, anyone can make, so if you want to go by that standard;

Also I understand that Terri Schiavo made things that rival Twilight in concept and complexity while she was legally brain dead! you may not have seen it because she used starwars as a source but I swear to god she made it so episode one wasn't lame.
Other people in complete vegetative states I'm sure could make mediocre amvs. I understand Linkin Park is quite popular with the Coma demographic.
