Honestly, I don't think this will happen. There is just way too many factors, in terms of lawsuits and advertising.

Actually I already have something started like that. I was going to post links to the videos. It is called Gene Starwind's Top 20 AMV Countdown. I post my 2 clubs Top 20 favorite videos and also by some request here on the org every now and then. I haven't updated my site yet. But you can see what I have done. When I said I had something like that it is just a list of the Top 20 videos not actually a 20 video show.

There's probably a way to sort out the legality of the whole thing. Looks like the anime part of it has been acounted for, even if it is pure speculation. The music part is the problem. I would say that if you gave proper credit to the song (i.e. artist, studio, producer, ect.) that it would be harder to sue. An argument that the RIAA might use to that is that the stream would be distributing the music for free, so you would almost need a contract of some sort. MTV can play music, and they face the same danger of piracy as an internet stream does, so in order to solve your problem it might be wise to investigate how MTV still exists. But then again, I probably have no idea what I'm talking about. Meh.

MTV pays an amount of money that you can't even imagine to have the right to broadcast music.
When I was at the university, I contributed to a low-power non-lucrative FM radio station, and we had to pay about 5000 FRF/year (which would make about $1000) to have the right to broadcast any music. But that's orders of magnitude away from what a big TV or radio station has to pay.

Anyway, whatever you do, when you publicly show/diffuse/broadcast music or video, be it licensed or not, you have to get an authorization, and generally you have to buy that authorization, even if you don't intend to make money, even if you broadcast it in bad quality, even if you don't broadcast it entirely*, even if you modified it**. Giving credit to the author doesn't grant you any rights.

* For very short durations, I believe there is a right for quotation purposes, though I'm not sure if it applied to all kinds of media.
** There are specific rights for artwork creation.

I'm not a lawyer, these are only things I read from reliable sources, but still, it's been a long time since then, so I'm not 100% sure of everything.

But whatever, an AMV TV that doesn't pay any rights to any company or society has to be illegal.

Ok, I'm a bit confused on the matter. We bought the movie and cd's, or at least I bought the ones I use for AMV's. So therefore, I can do what I want with it as long as I don't make money off of it, or make copies of the DVD or CD for other people. Therefore, can't I do with it what I want. I can make AMV's if i want as long as i have the proof of purchase of both of them?

If you watch the FBI warnings at the beginning of the DVD/Videos, you'll see that there is a line in there about not being for public display or only being for private use- in general, that applies to CDs and other audio materials as well. Technically any time you play any licensed media in a public forum (including AMV contests, anime club meetings, etc.) you're supposed to secure permission to exhibit the material- whether that's as simple as the license-holders saying, "Sure, go ahead." or them charging you out the ass for it. In practice, in situations like anime clubs that don't charge for showings and AMV contests, it's not really worth the time and legal effort to do anything about it- and in many cases it's just serving as free advertising for the license holders.
