You all remind me why I dislike certain aspects of Sony Vegas >_> The program needs nesting god damn it!

Well, I only needed so many layers to add stuff and change the color for specific areas such as the hair. Of course Vegas would be much better if you could work with compositions like in AE, but it does have project nesting. I've tried Adobe and I can't get used to the workflow

Render it all in 720x480, flag it to 16:9 (supposed all of it is 16:9 - if not, tough luck)

If you can, make those few 4:3 parts shrinked... *does some maths* to 0.75 of their width (and upscale and crop OR border them afterwards - unless it's just masks, hah), that should help.
