If you know the basics of using VirtualDub/Mod and AviSynth, you can use any type of footage. Essentially, they are all the same once you can get it into VDub/Mod. In some ways, it is easier than using DVDs... :/
The quality difference between DVD footage and most downloaded stuff is where the similarities end. Depending on the age, and original source, most downloaded stuff is of poor to passable quality. With most fansubs being fairly low on the quality scale, especially since you'd have to crop out the subtitles which will make the video resolution smaller and crappier if you resize it back up.
And using other people's AMVs for footage is like making a photocopy of a photocopy - ultimately your video will look like a poor copy of someone else's work. Doing it is in bad taste, not to mention it is HIGHLY looked down upon here.
Stick with using DVDs (purchased preferred, borrowed if it's harder for you to get (anyone willing to lend me the out of print uncut Sailor Moon DVDs? Just kidding, sort of...)), you will get the best possible video quality, the most support from the AMV community, and ultimately you will be supporting the anime industry.

Right now DLing is my only choice, at least until I can get some money, after that I have to find a store that actually sells the DVDs. I remember a couple years back GameStop had the collection of the first series of anime I needed, but I never had the money on me to buy it at the time. GameStop doesn't have it anymore, at least the one that used to, I'll have to try tracking down a Circuit City or Best Buy to see if they have them. If they don't have it then I don't know how I'll obtain the DVDs.
Thank you Willen, that is all I wanted, a straight-forward answer. And, I wouldn't want to make a video that is crappy in quality, I'll try out some DLed footage, if it is really bad in quality I'll decide to just wait until I can get the DVDs. I kinda know I am doing this all in vain, but I wanna at least try it, maybe some miracle will happen and I'll get some footage that won't look so crappy. >_>
I also thought about using other's AMV footage, but then I figured it wouldn't come out so well, and it would be like plagarism in a way, so I won't stoop that low. >_>
