well basically i'm looking for an anime about cyber bullying (if there is one).

Shigofumi has an episode largely dedicated to that. I'm not sure about an entire anime though. =\

... Well you can use Hell Girl (Jigoku Shoujo) since in almost every episode the characters find themselves in front of a computer looking very down and surprised

There is an episode in Burst Angel where Amy has her face altered and posted everywhere by three boys, or something like that. Saw it years ago and can't recall the episode number but it had to be in the first three volumes.
