This particular AMV was pretty damn good, in my opinion.

Any idea what programs the author used?

I'm guessing this goes well beyond the likes of Vegas and After Effects.

Say I don't want to answer for Victor, but I can definitely tell you that you could easily do this with nothing more than Vegas (or any other video editing program) + After Effects. Nothing too terribly complicated going on.
