A ROM is a data file on your computer created from hooking a cable up to the bottom of a cartridge, and storing it on your computer.

They are horribly illegal unless you own the original cartridge.

However, I find it stupid that SNES and NES ROMs are illegal, because they are out of circulation, and it's not like Nintendo or Sega is making a profit out of them anymore.

But GBA ROMs, that's just stupid.

You know damn well that if you download one of those, you're a cheap bastard.

I'm not the first one to tell you about this. Several others have. And I stick by what someone else said: the very fact that you cannot figure out how to link an image that everyone can see lessens the credence to the claim that you "helped" make the Yatta Flash animation.
