One of the factors in this could very well be the extra animation work. I've seen few TV anime show animated rain scenes, and even then, the scenework has been either static pan scenes with little animation or (in InuYasha's case) part of a title scene that would be reused. Most of the rain work has been in OVAs and movies based on the shows (as in the InuYasha movies, with the 1st movie having large snow effects and the 2nd having effects like the petals falling).
