Tenshi, if you look in the help file that comes with PhotoPlus6, the free editor from Serif software (check my first post), you will find a topic on animations and animated gifs.
I use an old version of Corel photopaint to do mine because I'm use to it but I have tried PhotoPlus and it works. I suggest converting images to gif format with Irfanview first, it does a better job of converting the files.

I recently found a great software for everyday use, images managing and screencap altering.
Its name is FastStone Image Viewer.
Supports all major file formats (including stuff like multi-paged .tiffs, psds and other), batch renaming, basic cropping and resizing and others. Not mentioning that it's completely freeware.
