She's from Negima!?. The two pics are of Setsuna Sakurazaki in her Armor Card form.

I know the character (Sousuke Sagara) and the over-all series (Full Metal Panic!), but what I'm looking for is which series specifically, and what episode number this screencap is from.

I think (but am not certain) this shot is from episode 8 of the Fumoffu series.
