Try this simple tutorial.
The demo should be available at www.adobe.com
You can also find gif animators by simply going to downloads.com and searching for them. There are many free and low cost alternatives out there.

Well yes, it's from the DVD Omake of the series, Maria-sama ga Miteru ~ Haru.

Of course, I haven't seen the actual series yet. Just the omake.
