You need an animation shop of some sort and some anime.
I like Jasc Animation shop 3 for animated avatars. But I dont think its so good at compressing files.
Windows movie maker (got that yesturday) is very good for avatars too.
But most importantly you need some anime dvds (you can't have illegal copies here, but I think fansubs are alright)

REALLY? i have windows movie maker...i didnt no u can make avatars? how the? how is that possible?

Well, I've only been making the avatars in Jasc Animation shop and compressing them down with Windows movie maker (1.2). I haven't actually made any only using WMM.

Staying-ish on topic.
Obviously its not exactly anime. But its the animation I'm most proud of.
I made it near the end of August 2004.

Each picture should have a link under it that says "make avatar". Also, if you just want to make animated gifs, then you can use virtualdub (part of the amvapp) and a free .gif animator found easily on the internet.

There is also this simple animated avatar tutorial. You can use the same general technique for making animated screencaps too.

here's 2 i made earlier today from elfen lied one again...since elfen lied is the only anime i hae on my comp ... gotta learn to get the other anime i have in my comp.
