Regarding the framerate:
The final video will be compiled at 23.976fps.

Framerate is not a big issue though. Whether its 29.97, 25, 24, or whatever, it should convert fairly well without any major problems.

*NEW* The video must use a song (with or without lyrics). This means no commercials or comedy act audio. However, a few AMV themed jokes without anime are acceptable.

this is unfortunate but i still look forward to it :)

Out of curiosity, why was this rule introduced? Aren't the commercial and skit clips part of the charm of AMV Hell?

Indeed, I rather agree. It works wonders for the 1-3 second outburst clips between every few tracks.
