I use mfToon. Which is also notoriously hard to find, but I *think* I got it:

It's a part of MaskTools. You get a bunch of other filters with MaskTools, though...why the hell can't I just find a nice mftoon.dll file and be done with it? But there you go, and now that I look in my AviSynth plugins folder I see that I also have MaskTools.dll, which must include mfToon, which explains why I couldn't find a single, seperate mfToon plugin.

Anyway, hope that works.

Good to see things moving along, weirdest thing, i recently started liking the song (didn't really before) but everytime i listen to it, i end up skipping the part of the song i edited to cuz i'v heard it too many times, lol.
