As far as this post on Doom9 is concerned:

That post was from back in 2005, concerning 1.4.4b3 (the current version is 1.4.9 or 1.5.0 RC2). The full thread is here:

So I still think it's picking up some version of the plugin that's mismatched to the version of DGIndex the d2v was made with. It's very picky about version numbers, and you are pretty much required to use the paired versions that come in the zip, making sure older versions or alternate versions are gone completely. If you use DGIndex 1.4.9, then you need at least DGDecode 1.4.9. MeGUI, if you use the update function, tries to make decisions about AviSynth plugins for you and will overwrite DGDecode with a newer version if you aren't careful. Then, trying to use the version of DGIndex you've had and traditionally used will screw things up. I don't know if you have MeGUI or not, but that is one thing I'm aware of. I'm also not sure of the goings-on with what version numbers are in the AMVapp v3 beta, so I just suggest that you make sure everything is the right version and that there are no plugin conflicts, as that is what it seems like to me.

Can you open the VOB directly in VirtualDubMod? If it can be, then DGIndex should have no problem doing the same. Also, in DGIndex, go to Help->About DGIndex and post the version number, just we know what's going on. It'll also help to post the version DGDecode.dll being used as well (i.e. the one in C:\Program Files\AviSynth 2.5\plugins) - this info should appear as a popup if you hold the cursor over the .dll file or if you right-click and check the Properties.

Success! Yeah, as you guessed the version of DGDecode was incorrect and it hadn't yet been changed from the version that cam with AMVApp. Thanks to you, I've experienced the wonders of telecide for the very first time. Thanks so much for sticking with me on this, I'll make sure to pass on my knowledge to other fledgling AMV makers in the future. You have my deepest gratitude!
