adding borders

Is there an Avisynth command that will let me ADD black borders to a video? I'm basically looking for an exact opposite to the "crop" command.
I need this because I need to put some things on a DVD for a friend and TVs cut off the edges of the picture, which is (for some unknown reason :? ) unacceptable to this person. I have no idea how to make this work and would greatly appreciate some help. Thanks in advance.

(I know a decent editing program would probably be able to handle this, but I can't even come close to affording one)

there is actually an internal avisynth filter called AddBorders()
