Odd flashes at the top of the screen

Odd flashes at the top of the screen
When I encoded a video to Xvid, these white or green flashes kept appearing on top of the screen. They were there even when I tried encoding again. Dos anyone have any idea what's causing this or how to get rid of it?

It's probably due to non mod 16.

The video size is 688 x 480.
I exported the video from VirtualDubMod after using this Avisynth script to de-interlace it.
ConvertToYUY2(interlaced=true)
KernelDeint(order=1,threshold=10)
TomsMoComp(1,5,1)
Crop(16,0,-16,0)
The Xvid export was a Onepass.
There was also some filcker (but not as much) in the Huffyuv master, which was 720x480.

For reference, when someone asks how you exported something it means how it was exported from your editing software. You're transcoding in virtualdubmod. Also, exports should be done uncompressed to prevent errors... in Adobe software at least.
