Horizontal line help

Ok, I was converting my mkv, resizing with a script to make it wider, and then later after the finished product was made (an avi,) I found out I still had horizontal lines in it whenever a jerky motion appeared in the screen. What is that called, and is there a script to remove it?

(fyi, I was resizing it to 704, 400 in VDM)

Sounds like interlacing to me.

Do I gotta change it to a progessive scan or something? I'm new to avisynth and I normally just click non-progressive scan on Sony Vegas to remove all of that before I get it to render into an uncompressed file. If it's it's interlacing, should I find a script to make it interlaced or progressive?
