Can some one please tell me how to do that rain drop transition that Siera lorna uses in her amv "BROKEN" its towards the front, please tell me if you know

I actually improvised that effect from this tutorial:

And then I just added some of the ripples that you see from the closing sequence of Chrono Crusade on top.

Well, this one was mostly out of a tutorial, so it's not exactly a secret.

Anyone who has a half-decent knowledge of AE's workings can tell you how Sierra and most of the people do their FX, if not exact methodology, then something very close.
