I can't seem to add any (sub)titles to what I'm editing.

I can't seem to add any (sub)titles to what I'm editing.
I recently formatted my computer and reinstalled adobe premiere. While I was editing the video, I clicked on the Title menu so I could add subtitles to my work, but everything is greyed-out. Does anyone know how to fix this problem?
