Premiere Effects help?

Hi, I'm trying to self-learn Premiere, which is a dull task, and I'd appreciate it if some of my questions get answered.

How do you fade from white, flash white within a clip, and fade to white?

Alternatively, make a white color matte, put it in a higher video track than your video clip, and just fade in and out of it with either opacity keyframing or the Cross Dissolve transition.
