Does anyone one here know how to create a static affect (like that used in .hack//sign flash backs) in adobe premiere 6.5?
I have checked all of the tutorial sites I have in favorites aswell as have done some searching for more sites... but I'm coming up dry!
I'll keep searching, but I thought I might as well post something here!

Have you tried the noise effect? I guess that with a bit of zooming, blurring and manipulation it could look the way you want.
At least, it is what I used for my Utena/DDR video to give a "video" look to the sequences playing in the TV... but wait a minute, that was after effects

There has got to be a better way of doing this, but here's a way using Photoshop.
Make the background black
add ~ 150% monochromatic noise
Motion blur 1 pixel at 0 angle
Select everything then do a scale transform, increase by 150% in both directions.
There, you have a passable picture of noise. Load it into premiere and jiggle it a little left to right every frame and it should look fairly close to noise. The jiggling would probably be quite time consuming, this is why I think there has to be a better way.
You may want to play with the percentages, the ones I give produce a picture that might be a to black for your taste.
