Contest requires less than 250MB. How can I achieve this?

I have an AMV that is 4 minutes and 43 sec long and it seems it gives me a video that is 500 MB in size. What should I change or do differently to get a smaller size for my video? My render settings from Sony Vegas Pro 12 are as shown:

Here is my Video in case you are wondering on how much effects are in it. Answer: little to any.
This video is slightly outdated however as I have fixed some of the transition sequences and gotten rid of the logos and end credit scene and put in more scenes from the show.
ALSO IF YOU WATCH THE VIDEO BE CAREFUL OF SHOW SPOILERS IF YOU HAVE NOT SEEN PARASYTE. Don't want to spoil anyone over an AMV.

First off, you are probably safe taking the resolution down to 720p... 1080p is probably more than most contests would require or need.

Second, those bit rate settings are obscenely high. Try knocking those numbers down somewhere into the ~10-12 region. Really with MP4s, the bit rate is what's ballooning the file size. Play with those numbers until you find a compromise you like between quality and file size.

Yea I used the 1080p version of the anime. Not sure why, just cause I could, I guess. yea I agree with the Bit Rate. I brought it down and was able to semi reasonable levels. God damn rendering is a nightmare for newbies. Thanks for the advice!
