Help With Sony Vegas Pro - "Rounded Video" Overlay??

How do you do the "Rounded Video" effect with another video on top of your current selected one in Sony Vegas?

An example of this would be this AMV from time selections: 1:33 to 1:35. A video tutorial link would be extremely helpful.

Also, the name of the effect would be helpful as well..

Just lay the video on top, draw a circular mask on it and feather it, then add some opacity.
