The issue is that some dvds have like 5 or 6 episodes fit in there, whereas others have just 1 or 2 eps (happens a lot with R2s of OVAs, and I bet you know that very well :P ), so it wouldn't be too fair. Another thing to keep in mind is that BluRay Discs have more space than DVDs, so if one person was to choose a BRD as opposed to a DVD, they might have an unfair advantage (example: macross zero was released in 5 DVDs one ep each, while it was put in 2 BRDs with 3 and 2 eps respectively).
OTOH, having a fixed number of episodes puts everybody on the same level.

And four episodes means you can take from all over the series.

I still favor single discs though. Less to think about beforehand.
