Your con is required to obtain ASCAP licences to play any sort of musical content. That covers everything in your AMV contest, your dances, people playing music in panels, etc. That's your con's liability. Editors do not obtain permission to use the music or anime they are using. Assuming they do is wilful ignorance and would not stand up under legal challenge, despite what you have in your entry form. You can't simply shunt legal responsibility to the entrants for what the convention must do. If you do want to shirk responsibility off to the creators, you have no reasonable expectation to assume any permission was given - it doesn't happen regularly if at all. Editor's can and some actually do get permission for the source they use, without rule 3 your contest would be legally liable if rights to sources were ever questioned. It is possible that the rule could be worded more clearly, but when has legalese ever been 100% clear?
