Anime Central 2004 Music Video Contest Rules

Is a video that is listed here but not downloadable and listed to be premiered on May15 2004 allowable?

Just curious cause this place has been giving me trouble and when I first put up the info It somehow put the days date instead of the con date. I think It may finally be fixed now though.

Thanks as most of my entries are from Nov2003 and later it is still acceptable thanks.
