I think other people will need to be able to see it to vote on it. Since it's just a small file, you might be able to find some free webspace to put it on. Anyway, I don't know the rules, but I would assume that the video has to be downloadable for anyone to see.

can you upload it to the org for the contest? one of the rules is that it must be entered into the org database. If you absolutely cannot find hosting for it, I may be able to host it as a direct/indirect link on my ftp site for the purposes of this contest, but you'd have to at least enter the information into the org database. My first vid is a few days short of having been made exactly a year ago...
...though I already know you liked it. Though that doesn't mean everyone will.
And I didn't like the video quality that much, and the audio is not faultless...
