I have seen them interviewed numerous times, and you're right, they do. They also refer to it as rock, melodic, and numerous other things equally as much, if not more. Words directly from Nick Hexum:
"I've always wanted to combine the melody of some of our mellower stuff with the power and tempo that gets the crowd jumping. We've definitely achieved that on a few songs. A few songs are straight up rockers, there's a little dub and dancehall, and there's a couple of lo-fi acoustic numbers too. As usual with 311, diversity."
These words directly off the latest news on the official website. The plain fact is that calling them a rap/reggea band when they are nothing of the sort is ignorant, not to mention typical of people who haven't really listened to them.

Im not sure how popular these aussie bands are in america, but SIlverchair was like, our best hit. Killing Heidi is next
